The complete redevelopment of a vacant 47-acre former military base to create a new world class science park for healthcare research, diagnostics and manufacturing.

Rainey & Best offered quantity surveying services ensuring that the project was delivered in a tightly controlled and value driven manner working to client budgets and programme. We were involved in the budget costing of the master planning of the whole site redevelopment which was key in setting the clients budgetary spending limits and investment cash flows. The redevelopment work involved the refurbishment of several of the existing buildings on the site and the construction of new bespoke buildings containing state-of-the-art bio-medical facilities. These facilities ranged from healthcare R&D manufacturing space to sterile cleanroom laboratories to premium offices. The building and fit out works included complex services, pharma / medical equipment installations and specialist medical grade finishes to create top of class healthcare diagnostic laboratories and research facilities. Significant utility services infrastructure projects were also undertaken to increase the power and data networks around the site due to the business-critical requirement to maintain constant power and communications. A site wide HV network upgrade project which also incorporated the installation of back of generators ensured that power would be maintained to critical systems in the event of a drop in or loss of mains supply.

Sustainable construction and on-site renewable technologies were key considerations that were incorporated into the design and construction of the various projects. This included the installation of solar PV panels to supplement the mains electrical supply and the requirement to retain and re-use of as much of the existing buildings as possible to reduce unnecessary waste and cost.

The works were procured traditionally using competitive tendering based on Bill of Quantities. Negotiation was also employed where work phases were repetitive, and a competitively tendered pricing structure was in place with an existing on-site contractor. Rainey & Best were meticulous in the commercial management of the project with all works coming in on or below the budgetary limits set as part of the master planning.
